[scons-dev] Bug in Fortran emitter wrt modules

Message The Fortran emitter in FortranCommon.py thinks that Fortran compilers
by default generate modules (.mod) in the same directory as the
source, this is not true in my experience. Both G95 and Intel Fortran
place such files in the current working directory. How should we fix
this, by modifying the emitter to indicate that modules are generated
in the current working directory instead?
